You don't convert your marks into a GPA. You need to talk to each uni to find out how they want you to handle it. Some may want you to just send your transcripts, with a certified translation if needed, to their school. Others may want you to send them to an educational verification company - and they'll tell you which one to use. But you don't try to convert to a GPA. Let the pros do that.

You are correct - you are not applying to these schools as an international student. Due to your US citizenship, you are a domestic student re: applications.

I think that you have a very good chance of getting into URI. You have a good chance at Stony Brook and Binghamton, and probably at Maryland. Schools that may be reach schools for you are UW, Georgia, UNC and U Michigan. But that depends on how high you can bring your SAT scores.

That doesn't mean you shouldn't apply to those schools! You do stand a chance - your stats aren't so much lower than what they want that you don't stand a chance. Just know that they are reach schools. You may get in. You may not get in.

If you'd like some more ';fit'; schools like Stony Brook and Binghamton, you could look at UMass Amherst, SUNY New Paltz, Champlain College, Stonehill College, U Vermont, U New Hampshire, Hampshire College, Loyola Maryland, Syracuse U, Clarkson U, UConn, SUNY Oneonta, SUNY Geneseo.
