Divide by 25. 93/25 = 3.72
Each institution is different and for that, you'll need to ask your advisors.
In my school, our GPA scale is stated thusly:
F: 0.00 (0% - 64%)
D: 1.00 (65% - 72%)
C: 2.00 (73% - 82%)
B: 3.00 (83% - 92%)
A: 4.00 (93% - 100%)

Generally the 0-4.0 scaled used for gpa is dependent on your letter grade not the percentage of credit in the class.... since most schools regard a 93% as an A, that would be 4.0. If your school regards this as an A- then that would 4.0 - 1/3 = 3.66667
If you are not talking about the conventional use of the 4.0 scale, then simply multiply 4.0 by .93 = 3.72
I would use ratios 93 / 100 = x / 4. then multiply diagonally and divide horizontally to get x (93 * 4 = 372, 372 / 100 = 3.72 , so x = 3.72)
