My university gave wrong grade and now not ready to rectify it. Can How can I take legal action against univ?

I'm a student in SJSU. I couldn't complete a course for certain reason, I got RD(re Do) for the course. There is no link for how to take the course in Re Do grade.

Now I saw they changed it to F, although I took the course again and the associate registrar is not willing to change my grade.

How I can take legal step against them? Can anyone refer me to an attorney who can handle my case?
